Provisions:
Taxes, customs duties, and visas are abolished.
Upon the implementation of the system, there will be no wars, and armies will be disbanded and partially reassigned to COTOS police and local police.
COTOS is a global system with a three-tier structure:
A) The Wise Council.
B) Districts.
C) Cities and municipalities.
The Wise Council:
Composed according to a selection process, where the main criterion is wisdom.
Issues necessary rules and monitors their compliance.
Ensures the maximum possible freedom for citizens.
Districts:
These are self-governing entities.
Members of the district leadership are elected by COTOS citizens in the respective region.
Districts issue supplementary rules that are not in conflict with the rules of the Wise Council.
Cities and Municipalities:
Cities and municipalities are organized on the principle of an owners' association (HOA).
Owners of real estate become co-owners of the common spaces in the respective area. They contribute funds to the repair and operation fund as determined by the members' meeting.
They issue permanent or short-term residency to residents.
COTOS citizens obtain residency automatically.
Social Security and Health Insurance:
Each person may decide whether to pay for social security themselves or whether the employer, by agreement, will voluntarily do so on their behalf.
The same conditions apply to health insurance.
Social security and health insurance are voluntary. Entities providing care compete with each other. They set their own prices and conditions.
Ensured by the issuance of an electronic citizen ID card.
Any person without distinction of age who complies with the rules may become a citizen.
A person over 16 years of age has all civil rights and is of legal age.
